* They aren't part of the game sources
* They aren't required to compile ScummVM
* They aren't required for any other part of the development of  
ScummVM AFAIK.
* A full CVS checkout of module "scummvm" is already now quite big.  
Why increase it even more?


To sum it up: I see no advantage in putting it into the "scummvm"  
module.

After all, you only need to get those files once, normally. They only  
reason to put them into CVS is perseverance -- hence I am actually  
not that much in favor of putting them there, although I have no  
fundamental objections against it.
