It's possible that I misunderstood, but I think it mentioned
booting elf as well.

True,

but you would not store the games on a MC, so it's still useful
to access games on CDROM on an unmodded PS2 without hard-disk,
which is most of PS2 out there (just MC and CD/DVD).
