Money is not the issue!

As far as I can tell, the terms of the iPhone store are not compatible  
with ScummVM, as you require extra data files, and the apps are  
separated from each others, so you still need a jailbreak. Plus, in my  
eyes the terms are incompatible with the GPL, at least with GPL 3.0,  
but also with the spirit of GPL 2.x for me: Not everybody would be  
able to make changes and recompile the binary and try it, only the  
"officials" could make new releases via the app store.

Nah, not good.
