Seems attachments can be migrated, and people did this. See e.g.:

And Bugzilla can import XML data (in Bugzilla's custom XML format),  
see <http://www.bugzilla.org/docs/3.4/en/html/api/importxml.html>. It  
might be possible to adapt that.

Of course there are also tons of tracking systems out there (see e.g. <http://ifdefined.com/blog/post/2007/10/Links-to-other-comparisons-of-issue-trackers.aspx
