They use the same package source format and try to keep things in
sync, but the exact version of libraries that ship with each release
is different.  So you can easily build from the same source package on
both Ubuntu and Debian's latest releases - but the resulting binary
package for Ubuntu's latest release will quite likely depend on
particular versions of platform libraries that don't exist on Debian's
latest release (and vice versa).
