Windows 98SE's Notepad does not understand the BOM any more than any 
other legacy tool expecting ASCII:

WordPad, however, does, and shows correct output. So this solution works 
*so long as* the Readme is "too large", and would just generate more 
noise for any other files which are not.

TextEdit 1.6, the default .txt app for OS X 10.6, understands/tolerates 
the BOM.
