I just tried and the current master doesn't start on Windows 98 anymore. I
might indeed be the recent changes with the taskbar. I will take a look
tomorrow and try to add a check using APIs available on Windows 98. If that
isn't enough, taskbar support is 100% configurable, so it's easy to build a
version of ScummVM without any of this code (although my preference would be
proper runtime detection). 

Also of note, it seems that the ScummVM icon appears with a black background
(probably because we don't provide pre-XP low-color versions anymore).
