[Scummvm-devel] Description of ALL and JANITORIAL in Commit Guidelines wiki page

Hey,

I found the commit guidelines page was missing two common subsystem
prefixes. I took the liberty of describing them:

* ALL: A change that covers all subsystems
* JANITORIAL: Cross-subsystem cleanups and formatting changes

Please change/comment at will.
