[Scummvm-devel] ScummVM License as GPL3

Hi all,

I'll just throw in that If other projects really only want to use ScummVM
code as GPL2, they can always fork the project at a point before we switch
over the license. So that needed constrain us. Ultimately, I'm happy to let
the project leads make the final decision.
