  2. Configure the new Allura tracker to operate at least as well as<br>
     the older system (if possible).<br>
  3. Migrate the database to a MantisBT or similar tracker system, which<br>
     could be hosted on SF.net, to operate at least as well as<br>
     the older system.<br>
