Summary: SAM: sound fix

Initial Comment:
I hope this is the final incarnation of the "stop old
sound when a new one starts" hack that was introduced
in patch #601701 and further refined in patch #616146.

Now speech sounds should be completely excluded from
the hack, i.e. they should neither stop other sounds,
nor be stopped by them. To do this, I had to move the
hack from startSfxSound() to startTalkSound(), but that
should be ok since that's the only function that calls
startSfxSound() anyway, as far as I could see.

The patch makes a slight differece to the Sam & Max
intro: The woman's voice no longer stops the
powering-up sound of the mad scientist's death ray.
