Summary: Hack for config manager glitch

Initial Comment:
The new config manager tries to parse blank lines as
key/value pairs. Since my .scummvmrc begins like this

# Global settings

[scummvm]
cdrom=-1
aspect_ratio=true

the parser chokes because "we have a key without a
domain first". I don't want to change this part of the
code (unless I absolutely have to) until I know it has
settled down, but this patch should make it ignore
empty lines completely.
