This is an overall behaviour, mentioned also in bug
report 2036089.

Some of the background animations overwrite foreground
objects (or animated objects which are silent right
now).
Two examples are in the "Red Light District", clicking
on the movie poster while the pinball machine is still
available, makes the poster animation overdraw part of
the pinball machine.
Second is the broken car in the background, clicking
on it makes Woodruff say his line and his animated
hair overdraw part of the car's windshield.
Third i found was in the "5 Dime Store" when trying to
reveal the nose. The flag thingie is in the position
linke in the screenie. Shooting the flash now lets the
mirror thingie disappear completely, but only if the
flag is in this position, changing the flag, keeps the
mirror when the flash flies, seems to be a problem of
hit/nohit(?)
Cosmetical errors, but as seen in the mentioned other
bug report it's probably widespread over the whole
game.
