 Yes the subtitle in-game options determines whether or not there is
 subtitles in the game. But it is synchronised with the options in the
 ScummVM Launcher.

 Please check in the ScummVM Launcher when you select the Broken Sword game
 and then click on "Edit Game..." whether the "Override global audio
 settings" button in the Audio tab is toggled on or off. If it is on, then
 settings set there will override any audio settinopen you define in the
 global options (with the Options..." button in the launcher).

 Also if you change the settings in-game, this will automatically toggle on
 this override option as the in-game settings only change settings for this
 game and not the global settings. So I suspect it is set to override the
 global setting, but you just didn't do it yourself and thus didn't notice.
 Actually I think you don't even need to change the settings in-game;
 opening the control panel with F5 might be sufficient to toggle on the
 game override settings.
