Comment:

 I double-checked, and the current logic is correct. Clicking it does
 nothing, Maybe it was originally intended to stop random movement, but was
 then dropped in favor of simply having random movement as a cutscene that
 then finishes. Or maybe doing nothing  is what it was always intended to
 do, just like the horn on the wheel has no real purpose.
