Comment (by bonki):

 The state of flag 93 is hardcoded (see
 {{{execData3PreUpdate_locationNum61()}}}) and based on the inventory state
 of the tuple (cone, raincoat).
 Flag 92 is scripted and gets set when you trade the raincoat for the fish.
 Still unsure about flag 91.
