The answer to both is because I just feel it is a completely and utterly
pointless addition to our existing code.

I've been very tempted to reject the patch on that basis, but havn't
because the only logical reasoning I have (Besides "No More Bloat" :) I
have is that I suspect most of the people who want something like FLAC
are having a psychosomatic reaction as I very much doubt that most
normal human ears could notice the difference between FLAC and a
high-bitrate OGG or MP3 :P
