I've put an ogg version now to
ftp://ftp.suse.com/pub/suse/i386/supplementary/X/FOTAQ/
It contains the license file (readme.txt), the queen data file itself
and a README.SUSE. For your convenience here is the content of the
README.SUSE.

Flight of the Amazon Queen, Freeware CD Version
-----------------------------------------------
This is an ogg compressed sfx/speech variant. It has been rebuilded
from the original data using queenrebuild (scummvm tools).
queenrebuild --ogg -Q -b 16 queen.1
Installation for SUSE Linux (since SUSE Linux 9.1)
--------------------------------------------------
Install the package FOTAQ with YaST2 and copy the ogg compressed
sfx/speech variant to the data directory of FOTAQ.
bzip2 -d -k queen.1c.bz2
cp queen.1c /usr/share/games/FOTAQ/
