This question has come up in the past. See for instance:

Currently there aren't any mature game development tools for any of the
game engines in ScummVM, and so far (to the best of my knowledge) none
of the ScummVM developers have expressed an interest in creating any.
Someone did start working on something called ScummC, but I don't know
if it has yet reached beyond the proof-of-concept stage:

The Sarien project recently joined with ScummVM. This is an
implementation of the AGI engine, used by the early Sierra-on-Line
games, and from what I understand there have been fan-games made for it.
It's not included in any stable version of ScummVM yet, though,
including 0.9.0.
So the short answer is: No.
A lot of people seem to recommend Adventure Game Studio -
http://www.adventuregamestudio.co.uk/ - but I've never used it myself.
Those games cannot be played in ScummVM, of course.
