It all depends on how you define a quality release. If new engines keep 
coming in, bugs are fixed all the time and the infrastructure changes, 
there has to be some barrier when you just release and gather more bug 
reports, fix them etc. It is my opinion that the release cycle should be 
regular-ish as a way to get new stuff to people, who are usually afraid 
to install "bleeding edge" or "development" versions in the sense that 
they are unfinished or dangerous. But it is also a way to get a good 
playtest. With modern trends, I doubt anybody is expecting that on first 
release of an engine f.ex. things will be perfect. That's what minor 
releases and/or major ones are for.
