I would say you and Max take the decision on a case by case basis,
depending on the money you have got available and the requested game.
If none of the testers have a given game it makes more sense to buy
this one rather than a game that several of the testers already own.
Is it also time to try to revive the documentation team? I remember
there was a discussion about it some time ago but it seems the idea
(or the documentation team itself) died.
