Yes, but you're not *forced* to use vector graphics with pdflatex; you can throw in PNG and JPG as well. Latex+dvips+ps2pdf won't let you get away with that; you have to use EPS, and that means vector graphics (or a horribly butchering of vectors to emulate pixels in a raster image, but that's wrong on so many other levels). Bitmaps look poor in PDFs, so "actively encouraging" vector graphics will generate a better looking final result.
