[Scummvm-devel] Avoiding loading of all plugins during startup

I agree with Yotam in that the 2nd approach suggested by Max seems best and
the first a good starting point. Thanks for all the discussion, I'll
probably modify my wiki soon (after discussion with mentors) to more
specifically schedule these plugin modifications.
