For merly providing builds it might be fine that it is cross-compiled, in fact
we even do that ourselves with buildbot, BUT when we talk about a maintainer
for a *desktop* platform like Windows, it seems strange why he/she should
cross-compile it, when he's using Windows anyway. In fact I only got the
feeling your friend is rather using Linux, when you started to talk about him
cross-compiling.
And just to be clear: The Windows maintainer should use Windows on a daily
base, he should be familiar with the Windows API and user standards etc. He
should have a possibility to test his builds of ScummVM on Windows 2k/XP and
Vista/7. All that helps with a stable and usable Windows port.
Furthermore our Windows maintainer should probably be able to handle both
MinGW and MSVC specific problems, to assure all of our developers using either
of these can work just fine without needing to worry about touching backend
parts etc. And of course we should have a fast way of contacting him in case
anything goes wrong. I think there is no need to talk about the fact that he
should try to keep up on changes on a daily base, since it is one of our main
platforms.
All that is IMHO though.
Anyway I have no personal feelings against your friend, so if he thinks he can
handle all that, he should just drop a mail and get in contact with us
himself.
