I just wanted to notify all of you that I added a preliminary version 
including some of the suggestions from here on our wiki. Here is the

If anyone wants to review and fix the language please go ahead.

If anyone wants to change the semantic of certain points, please ask for 
feedback and approval here on -devel first.
