For prior releases, yes. For 0.4.0, no now that you've deleted that
section from the readme. So it will have to be readded for 0.4.0 anyway!

Yes. Generally that part of the readme is only updated just before
tagging. But you have deleted it, so it will not be in 0.4.0 - hence why I
request you add it back :)
