Commit Message:
BUILDBOT: Split Dreamcast build into one with and one without serial.

This modifies the standard Dreamcast build to not have serial debugging
enabled and thus can be tested by users without needing any additional
hardware. The serial debugging enabled build is also still provided to
allow developers to debug.
