Summary: GM/GS Percussion Remapping

Initial Comment:
Decided to break this up from the GS patch, since the
two aren't really interrelated and there's no reason
not to just commit it now. It only remaps notes 24-34
to specific GM drums so that they'll play correctly on
GM/GS devices and emulate the way notes 23-34 are
handled by the original interpreter.
