Initial Comment:
I'm not sure if this has been asked before, but it
would be REALLY useful if the ScummVM.ini file could be
read from the ScummVM root dir (with the copy in
Windows/ taking precedence if needed).

At the moment if you move the ScummVM.ini file into the
root dir of ScummVM from Windows/ dir, ScummVM can't
seem to find it.

I'd personally like to see the ScummVM.ini file moved
to the ScummVM.ini directory permanently, but I'm sure
there's some reason why it's stored in the Windows dir?
