Initial Comment:
When you talk with Fingus to the Mayor in the savegame, Fingus will say the Mayors reply, and the Mayor will ask the question of Fingus.

This may sound a bit weird, but when you load the savegame and talk with Fingus to the Mayor it will be quite clear.

This is with scvummvm 0.11.1
