 It seems I've run into a similar problem. On my first playthrough Master
 didn't appear where he was supposed to. However, on my second playthrough
 Master does appear, but this time, eventhough I have all the powers, I
 didn't receive Levitation power, which is necessary to progress further.
 I've attached my save file for reference.
