 I ran into this too, his house appeared in Slammer's End but going inside
 didn't spawn the Master. Reloading the save file and going back resolved
 this.

 I also noticed I could enter the lab via Slammer's End before being
 committed for punching the tax man, as far as I recall that's supposed to
 be impossible. Definitely something funny going on in this area
