New description:

 If you find local money (i.e. by fighting random monsters) before going to
 the money exchanger, then you lose it in the exchange.

 You start with 200 foreign currency, the exchange rate is obviously 1:1,
 and the money changer takes 10%, which is why you are left with 180. But
 if you already had local money you're still left with 180.

 Attached is an example with 4 local currency and 200 foreign one, just
 before doing the exchange.

 After loading the save game, click mouth on your self and Say Yes, and
 you'll be left with 180 local currency instead of 184.  The game lets you
 meet the money exchanger whenever you want so by that time you might have
 a lot more than 4.

 Please keep the local money.

 I've tried it in the latest Windows 64 build, v2.2.0git4593-gf531eba971
