New description:

 After the game's first 2 days, you get taken automatically into the peace
 oath and then travel into the Simbani village.

 If you don't go to the money exchanger during those 2 days, then when you
 travel back to Tarna the thief Harami is no longer at the money exchanger.

 Nevertheless, after exactly 1 night in Tarna (or maybe 3 nights after the
 Simbani village? One night in the Simbani village, one night on the way
 back, then another one in Tarna), even if you never went to the money
 exchanger, you get to meet Harami the thief at night. By then he talks to
 you as if you were at his judgement.

 Whenever you're in Tarna and talk to Rakeesh, he tells to go the money
 exchanger, so it seems as if the game did expect you to be able to always
 meet Harami there.

 I've tried it in the latest Windows 64 build, v2.2.0git4593-gf531eba971
