 Ok, figured out the "sometimes" part. It's when you position your mouse
 cursor on the menu, the arrow keys become unresponsive. This is a bit
 tricky to spot as the mouse cursor is invisible and the menu doesn't
 respond to clicks. This seems to happen in both windowed and fullscreen
 modes, even though in fullscreen it's even harder to tell where your
 invisible mouse cursor actually sits.
