 When a Director game crashes, the ScummVM debug console does not appear
 and ScummVM simply quits.

 == Reproduction Steps

 1. Encounter a fatal error in a Director game (such as the one described
 in #12837 in which a movie could not be loaded)
 1. Note that ScummVM will quit instead of going to the debug console,
 ScummVM quits with no further user feedback
