 I think this is a bug because the dragon reappears in the barn where it
 was for act III, and is never shown to fly away.

 It looks like a bug because you actually can't do anything with the dragon
 in the barn then, and the final swamp dragon m16 after 'loading' triggers
 the final puzzle only in the square, even if you had it all filled up with
 the lit dynamite, and the two lit coals, which makes me think the dragon
 wasn't supposed to disappear from the square, but the barn, and be left in
 the square. You can't even interact with chuckles who is in the stocks
 behind the dragon when he's missing (although you can go there, which
 maybe shouldn't be allowed).
