 Was correct before, so this is a recent regression.

 Any character (before they speak, or when loading a game) now default to
 the "surprised" expression instead of their "neutral" expression. This is
 immediately noticeable during the first cutscene with the agents. The
 issue affects any character, playable or not (e.g. Dave in the diner, the
 people at the ComiCon, etc).
