New description:

 ScummVM version: ScummVM 2.9.0pre11136-g58e882e1877 (Nov 30 2024 14:33:42)
 OS: Windows 11 Enterprise 23H2 22631.4460
 Games: puttputt-win, puttmoon-win, activity-win, fbear-win

Windows versions of Humongous's games with 320x200 graphics resolution
have a unique monochrome cursor, different from low res color cursor in
DOS and 3DO versions. This cursor is not scaled when running those games
in ScummVM, which renders the cursor in host system's native resolution
regardless of game's graphics scaling or aspect ratio correction. Later
games with 640x480 resolution using an identically looking cursor do not
 have such issue.

It is worth to note that in original interpreters Windows versions always
run in 640x480 resolution, so an accurate game behavior would be a
 combination 320x200/240 backgrounds and a 640x480 cursor.

I've encountered the issue with English Windows versions of Putt-Putt
Joins the Parade, Putt-Putt Goes to the Moon, Putt-Putt & Fatty Bear's
Activity Pack and Fatty Bear's Birthday Surprise. I assume other games
with similar screen resolution might have this issue as well.
