 Re-confirmed after reboot:

 Startup time from SSD is almost instantaneous for either game.
 Startup time from HDD is about half a minute.

 So I guess the problem isn't _quite_ as bad as I thought, but if there's
 something simple that can be done to optimize it that wouldn't hurt...
