 You are correct. It happens for the Achievement of Alpha Polaris on Steam.

 Some more info after testing today; It seems that this is related to
 whether I've resized the window to a narrower width within the same
 ScummVM session. That is, if I get the glitch with a certain windowed
 dimensions, then quit ScummVM and re-launch, I won't get the glitch until
 I resize to even more narrow width.

 Also, when I get the glitched scroll bar, sometimes moving the mouse out
 of the window and back in resets (redraws?) the scroll bar to its proper
 "filled" state. Not sure how that works exactly though.
