 This game is free on Steam. Are you using that version or something else?

 Anyway you need to open the game properties in Steam and choose German, so
 it'll download the language pack, then you add the game in ScummVM, and
 you'll get both options (English and German).

 By the way 3D Wintermute games are currently WIP, so don't expect it to
 run perfectly
