 Steps to reproduce:

 * Open the Game Settings dialog.
 * Go to a tab that has a drop-down widget, e.g. "Graphics Mode".
 * Select something in the drop-down widget, or just click anywhere outside
 it to close it.
 * Move the mouse.

 At least for me, it's now trying to scroll the tab, even though I'm not
 holding down the mouse button.
