I fixed this a while ago but didn't realize this ticket was about the same
bug.
This is a script bug in the .GRA version. During act 4, the dragon isn't
supposed to appear in between the initial meeting and the finale. This was
fixed in later versions, and now we do the same. More details:

If a save game is already in the town square, such as the save attached to
this ticket, then you have to leave the square and return for the dragon
to be gone.
