 CGE2: Restore missing tailor text

 The game data references text 21:24 when speaking to the tailor, but
 that entry is missing from both the English and Polish data.

 Use the identical adjacent entry 21:23 for this reference. This
 preserves the language provided by the game data instead of showing
 the generic missing-text fallback.

 Fixes bug #14645.
