 I can replicate this loading the attached savegame on Linux x86_64.

 The location is in the Anchor Insurance company with Joey wearing the
 welding shell, but the cursor is hidden and not responsive.

 Will need to find / make a new savegame at that location to compare the
 game state to that in the "broken" savegame attached.
