New description:

 This sounds like a similar bug to https://bugs.scummvm.org/ticket/16136
 only instead of being completely different engines its the same


 And I think it might be limited to the cmd line add. The following assumes
 I'm iterating over a directory child directories and adding each once
 through the cmd line, then editing scummvm.ini to change the only "ags-
 fallback", then retry.

 Renaming the ini file [ags-fallback] in scummvm.ini file to something like
 [ags-fallback1] and rescanning doesnt help, the first encountered ags game
 gets added again so [ags-fallback1] and [ags-fallback] refer to the same
 game and the rest of the unknown games dont get added (they were "already
 added")


 There are also a bunch of false positive level9 games getting added but
 that's another bug.
