 My theory is: because of how the game is constructed with random
 encounters etc, they intended to implement it "properly" and then found
 problems with it and disabled loading the restart-scene.

 at least thats what the code looks like, as the ScummVM recreation follows
 the original logic pretty closely in that regard.
