All right now I do have results. The speed is ok. There is still some room 
left for optimisations and it's around as fast as the game when scrolling.

It looks ok, if you take the palettes from the original, if you have a fixed 
palette that spans the whole color space it doesn't look as good, maybe 
dithering would help...

The main problem it that the creation of the lookup for one palette takes ages 
(20-30 seconds) I look, if I can find a better alorithm. Currently it is the 
naive look alg. that comes to mind first.

If someone is interested I can send the source for a program that plays one 
animation using my proposed algorithm.
