Indeed, this referred to the game data itself. In particular, whether we
are required to expressly prohibit all potential commercial use, which
would make the game data license incompatible.

The BASS/FOTAQ licenses are somewhat flimsy in that technically the
license allows for certain abuse of the commercial use clause in order
to retain OSI/DFSG compatibility. Since the preface is not legally
binding :)

I will clarify the wiki entry.
